kmov.com

(KMOV) -- Wednesday night, TRICARE, the health care program for millions of military members, retirees, and their families announced a data breach that affects an estimated 4.9 million people.

Read TRICARE's statement here: www.tricare.mil/mybenefit/Download/Forms/DataBreach_PublicStatement.pdf

Science Applications International Corporation reported that one of its employees was driving backup computer tapes from one federal office to another in San Antonio, Texas. At one point, the car was broken into and the backup tapes were stolen. SAIC says it won't disclose how many tapes were taken, but says only "some" were encrypted.

The tapes that were lost included names, Social Security numbers, addresses, and medical treatment information of patients who were treated at San Antonio military treatment facilities (or patients who have had lab work processes there) from 1992 until September 7, 2011.

TRICARE and SAIC say they are working to identify all the beneficiaries whose information may have been lost and notify the affected people. TRICARE says that the risk of harm to patients is low because the thief would have to have access to specific hardware and software and know how to pull the data from the tapes.

Jarrett Kolthoff, who runs a cyber security firm called SpearTip, LLC, says people should be concerned.

"It doesn't take a rocket scientist to grab that information and than use that data in a nefarious manner," said Kolthoff.

"If it was unencrypted, my concern would be the leverage that somebody could use against individuals."

UTC Student Arrested for Planting Cameras in Rooms

newschannel9.com

A UTC student was arrested for more than a dozen felonies because police said he was breaking into girl's apartments and installing hidden cameras.

This is the second time 23-year-old Bernard V. Morris finds himself in trouble on charges related to stalking women. Three years ago we reported he was under a $1.2-million bond because Judge Bob Meeks thought he was a threat to women. Morris served less than a year in prison in 2007 for stalking and setting at least one house on fire.

Now a chilling story is unfolding on the UTC campus. Morris is back in jail on 12 counts of aggravated burglary and one count of aggravated arson.

UTC police said Morris set up secret cameras and microphones inside several girl's dorms in the the Stophel and Guerry Apartments.

Records show the female students who live there told UTC police when they came back from spring break Sunday night they noticed things were not quite right with their clocks, radios and even a decorative snow globe. When officers inspected the items they found tiny, hidden cameras inside them.

Police Charge Man With 'Wiretapping' Because He Made A Phone Call During Traffic Stop

From the you-can't-be-serious dept..techdirt.com
We've covered the disturbing trend of police, prosecutors and the courts to abuse wiretapping laws to charge people with "wiretapping" for recording police in public. The latest such case is even more ridiculous than most. Found via Slashdot, it involves a guy charged with wiretapping the police during a routine traffic stop, because he made a phone call, to which a voicemail system recorded the call at the other end. The guy who was arrested, William Alleman, had just left a gathering of libertarians, meeting in support of an arrest of a local restaurant owner. The police were apparently waiting outside, and Alleman claims he was followed. As he got pulled over, he called the phone number of an answering service for Libertarian activists who are "in trouble with the police" and then used that to record the call. The police claim this was illegal wiretapping.

This is, of course, patently ridiculous. Recording a police officer as he has stopped you is not and should never be considered a crime.

nbcnewyork.com
Artist had a camera installed on the back of his head for a performance project

A New York City professor's controversial art project is becoming quite a headache - literally.

Wafaa Bilal, an assistant arts professor at New York University, needed to remove the camera he had installed into the back of his head earlier this month because his body rejected the foreign object.

One of the three titanium posts holding his "third eye" was removed by surgery this Friday, The Chronicle of Higher Education reports, forcing him to find other means to continue with his photography project for a museum in Qatar.

"I'm determined to continue with it," Bilal told the Chronicle about "3rdi" which is described on his website as "a statement on surveillance, the mundane and the things we leave behind."

Lost Laptops Cost Billions

informationweek.com
An Intel-sponsored study finds that organizations fail to grasp the risk of lost laptops.

Businesses are losing billions of dollars annually as a result of lost and stolen laptop computers, a new study shows.

Representatives from Intel, which sponsored "The Billion Dollar Laptop Study," and the Ponemon Institute, which conducted the study, announced their findings at a media event in San Francisco on Thursday.

The 329 organizations surveyed lost more than 86,000 laptops over the course of a year, the study found. Larry Ponemon, chairman and founder of the Ponemon Institute, said that based on these findings and a 2009 survey that put the average cost of lost laptop data at $49,246, the cost to these organizations came to more than $2.1 billion or $6.4 million per organization.

"A lot of organizations are incompetent at protecting information assets," said Ponemon.

4th Amendment Wear– Because everyone loves passive – aggressive protests

cg
f you’ve gone anywhere by plane recently you will no doubt have passed by the dreaded TSA body scanners. If you haven’t been anywhere lately, I’m sure you are still very aware of all the controversy being caused by this invasion of privacy, designed to um, *cough* keep us all safe.

Well, you don’t have to just stand there and take it anymore. A new line of silent protest undergarments are headed your way, allowing you to get your point across, without ever saying a word.

4th Amendment Wear, white undergarments printed with metallic type that shows up on TSA scanners quietly evokes the 4th Amendment. Surely you remember the 4th Amendment, don’t you? It guards against unreasonable search and seizure. The amendment also requires that search warrants be supported by probable cause. Huh. Sounds like a great idea.

WikiLeaks 'surprised' by scale of US espionage

cnn.com

(CNN) -- WikiLeaks, the whistle-blower website sitting on a giant trove of U.S. diplomatic cables, didn't expect the papers to reveal as much espionage as they apparently do, a spokesman said Monday.

"I was surprised at (the) extent of the spying," Kristinn Hrafnsson told CNN.

The leaked papers include what seems to be an order from U.S. Secretary of State Hillary Clinton to American diplomats to engage in intelligence-gathering.

Clinton directed her envoys at embassies around the world to collect information ranging from basic biographical data on diplomats to their frequent flyer and credit card numbers, and even "biometric information on ranking North Korean diplomats."

Typical biometric information includes fingerprints, signatures, and iris recognition data.

The cable, simply signed 'CLINTON', is classified S/NF - or 'Secret/No Foreign' - and was sent to 33 embassies and the U.N. mission offices in New York, Vienna, and Rome.

The incident occurred on October 29 on Air Canada flight AC018 to Vancouver originating in Hong Kong. An intelligence alert from the Canada Border Services Agency describes the incident as an "unbelievable case of concealment."

Hotel room security defeated by a piece of wire

This video clip is pretty alarming - it shows how easy it is for a stranger to enter your hotel room, using nothing more than a piece of wire. As you can see in the clip, the wire goes under the door, and is used to open the door from the inside. In all my years of staying in hotels, I never realized how simple it could be.

Judge: Pa. district must pay $260K in spying case

(AP)

PHILADELPHIA — A federal judge says a suburban Philadelphia school district embroiled in a laptop spying scandal must pay a family's lawyer about $260,000.

Lower Merion School District was ordered Monday to pay attorney Mark Haltzman for work done in a civil case involving allegations school officials improperly used webcam-enabled laptops to spy on students.

Senior U.S. District Judge Jan DuBois says Haltzman deserves to be paid for work he did that led to an injunction barring the district from secretly monitoring activity on school-provided laptops.

Citing Security Threats, Arab Countries to Block BlackBerry

FoxNews.com

DUBAI, United Arab Emirates -- The United Arab Emirates' plan to blackball some of Blackberry's most popular services will be extended to the use of roaming services by foreign visitors, the nation's telecom regulators said Monday.

That would put BlackBerry

service out of reach for business travelers and others passing through the Mideast's busiest airport in the international business hub of Dubai, which averages about 100,000 passengers a day. The ban is scheduled to start in October.

The government cited a potential security threat because encrypted data sent on the devices is moved abroad, where it cannot be monitored for illegal activity. But the decision -- quickly followed by a similar move in Saudi Arabia -- raises questions about whether the conservative Gulf nations are trying to further control content they deem politically or morally objectionable.

Shoe Cam voyeur charges dropped

wishtv.com

INDIANAPOLIS (WISH) - A man charged with videotaping up the skirts of girls and women at Castleton Square Mall is asking a judge to dismiss the charges. Prosecutors are calling David Delagrange a voyeur and have charged him with 10 counts of the crime along with four counts of attempted child exploitation and one misdemeanor count of resisting arrest.

But law experts say although secretly videotaping up people's skirts may seem very wrong to most, it's not a crime according to current state law.

David Delagrange was silent and sullen as he left his hearing despite the fact he was clearly one step closer to having most of his charges dismissed. One would think that would be cause for celebration, but Delegrange was in no mood to share his thoughts on the matter with me. He and his attorney were far more interested in finding a way to escape 24-Hour News 8's questions and camera.

ACORN gotcha man among four arrested for attempting to bug Mary Landrieu's office

nola.com
Alleging a plot to wiretap Democratic Sen. Mary Landrieu's office in the Hale Boggs Federal Building in downtown New Orleans, the FBI arrested four people Monday, including James O'Keefe, a conservative filmmaker whose undercover videos at ACORN field offices severely damaged the advocacy group's credibility.

Also arrested were Joseph Basel, Stan Dai and Robert Flanagan, all 24. Flanagan is the son of William Flanagan, who is the acting U.S. Attorney for the Western District of Louisiana, the office confirmed. All four were charged with entering federal property under false pretenses with the intent of committing a felony.

According to the FBI affidavit, Flanagan and Basel entered the federal building at 500 Poydras Street about 11 a.m. Monday, dressed as telephone company employees, wearing jeans, fluorescent green vests, tool belts, and hard hats. When they arrived at Landrieu's 10th floor office, O'Keefe was already in the office and had told a staffer he was waiting for someone to arrive.

When Flanagan and Basel entered the office, they told the staffer they were there to fix phone problems. At that time, the staffer, referred to only as Witness 1 in the affadavit, observed O'Keefe positioning his cell phone in his hand to videotape the operation. O'Keefe later admitted to agents that he recorded the event.
